58-4113. Denial of certificate or license.(a) The board may refuse to issue or renew a certificate or license on anyapplicablegroundsenumerated in K.S.A. 58-4118 and amendments thereto.
(b) If the board, after an application for certification or licensure orrenewal of a certificate or license has been filed with the properform, accompanied by theproper fee, denies the application, the board shall givenotice to the applicant setting forth the reasons for such refusal. Suchnotice and an opportunity to be heard shall be given in accordance with theprovisions of the Kansas administrative procedure act, unless theapplication is denied solely because of the applicant'sfailure to pass a required examination.
