      58-1310a.   Same; rules and regulations.(a) The attorney general of the state of Kansas may adopt any rules andregulationsnecessary to implement the provisions of K.S.A. 58-1304 and 58-1308, andamendments thereto.

      (b)   The state board of education may adopt any rules and regulations toimplement the provisions of paragraph (1) of subsection (a) of K.S.A. 58-1304,and amendments thereto.

      (c)   The secretary of administration may adopt any rules and regulationsnecessary to implement the provisions of K.S.A. 58-1301 et seq. andamendments thereto.
