Chapter 46.--LEGISLATURE
Article 36.--STATE EMPLOYEE PAY PLAN OVERSIGHT COMMITTEE

      46-3601.   State employee pay plan oversightcommittee; membership; organization; duties; reports to legislature; staffassistance; compensation and expenses for attending meetings.(a) There is hereby established the state employee pay plan oversightcommittee, to provide oversight of the development and implementation of thenew pay plans and theperformance management process and to review and evaluate, upon implementation,themanagement and administration of the plans and processes in accordance with thestate'scompensation philosophy inK.S.A. 2009 Supp.75-5551, and amendments thereto.The oversightcommittee shall beadvisory to the legislature.

      (b)   The state employee pay plan oversight committee shall be composed ofseven votingmembers who shall be appointed as follows: (1) One member who shall beappointed by thepresident of the senate, (2) two members who shall be appointed by the speakerof the house ofrepresentatives, (3) one member who shall be appointed by the minority leaderof the senate, (4) onemember who shall be appointed by the minority leader of the house ofrepresentatives, and (5) twomembers who shall be appointed by the governor, of whom, at least one of themembers appointedby the governor shall be a representative of a state employee organization. Thesecretary ofadministration, or the secretary's designee, and the secretary of labor, or thesecretary's designee,shall be non-voting, ex officio members of the oversight committee. Theoversight committee shallconvene and organize annually by electing a chairperson and a vice-chairpersonfrom among thevoting members of the oversight committee.

      (c)   The state employee pay plan oversight committee shall meet on call of thechairpersonor on the request of six voting members of the oversight committee. Four votingmembers of theoversight committee shall constitute a quorum. All actions of the oversightcommittee shall be takenby a majority of all voting members of the oversight committee. The oversightcommittee shalldevelop and submit to the legislature at the beginning of each regular sessiona report, commencingin 2009, on the development, implementation and administration of the new payplans and theperformance management process and other administrative processes and policies.

      (d)   The staff of the office of the revisor of statutes, the legislativeresearch department andthe division of legislative administrative services shall provide suchassistance as may be requestedby the oversight committee and authorized by the legislative coordinatingcouncil.

      (e)   Each member of the state employee pay plan oversight committee attendingmeetings ofsuch oversight committee approved by the legislative coordinating council, orattending asubcommittee meeting thereof authorized by such oversight committee andapproved by thelegislative coordinating council, shall be paid compensation, subsistenceallowances, mileage andother expenses as provided in K.S.A. 75-3212, and amendments thereto, fromappropriations for legislative expenses.

      (f)   The provisions of this section shall expire on July 1, 2014.
