Article 12.--LEGISLATIVE COORDINATING COUNCIL

      46-1208.   Legislative budget committee.(a) There is hereby established the legislative budget committee whichshall consist of seven members of the legislature appointed by thelegislative coordinating council for terms ending on the first day of theregular legislative session in odd-numbered years. In making suchappointments, preference shall be given to members of the ways and meanscommittee of thesenate and the committee on appropriations of the house ofrepresentatives. At least two ofthe members shall be of the minority party, at least one of whom shall be asenator and at least one of whom shall be a representative. The chairpersonand the vice-chairperson of the legislative budgetcommittee shall beappointed by the legislative coordinating council.

      (b)   During and between sessions of the legislature the legislativebudget committee shall compile fiscal information and shall make acontinuous study of the state budget, revenues and expenditures. Thelegislative budget committee shall also ascertain facts and makerecommendations to the legislature and to the houses thereof concerning thestate budget, the revenues and expenditures of the state, and of theorganization and functions of the state, its departments, subdivisions andagencies with a view of reducing the cost of state government and securinggreater efficiency and economy.

      (c)   Provisions of this act applicable to special committees shall applyto the legislative budget committee to the extent that the same do notconflict with the specific provisions of this act applicable to thelegislative budget committee.
