Article 7.--EMPLOYMENT SECURITY LAW

      44-715.   Kansas state employment service; officersand employees; appointments;powers and duties.(a) State employment service. The secretary of labor shallestablish and maintain employment offices in such number and in such placesas may be necessary for the proper administration of this act and for thepurposes of performing such duties as are within the purview of the actof congress entitled "An act to provide for the establishment of a nationalemployment system and for cooperation with the states in the promotion ofsuch system, and for other purposes," approved June 6, 1933 (48 Stat. 113;U.S.C., title 29, sec. 49 (c) as amended). The secretary of laborshall be charged with the duty of cooperating with any official or agencyof the United States having powers or duties under the provisions ofsuchact of congress, as amended, and to do and perform all things necessaryto secure to this state the benefits of such act ofcongress, as amended,in the promotion and maintenance of a system of employment offices. Theprovisions of such act of congress, as amended, are herebyaccepted by thisstate, in conformity with such act, and this state willobserve and complywith the requirements thereof. The secretary oflabor is herebydesignated and constituted the agency of this state for the purpose ofsuch act. The secretary oflabor shallappoint suchofficers and employeesas may be necessary for the administration of the act of which this sectionis amendatory. Such appointments shall be made in accordance with regulationsprescribed by the director of the United States employment service. Thesecretary of labor may cooperate with or enterinto agreementswith the railroad retirement board with respect to the establishment,maintenance,and use of free employment service facilities.

      (b)   Financing. All moneys received by this state undersuch act ofcongress, as amended, shall be paid into the employment security administrationfund, and such moneys are hereby made available to thesecretary of labor to be expended as provided by this section and bysuch act ofcongress. For the purpose of establishing and maintaining free publicemploymentoffices, the secretary is authorized to enter intoagreements with therailroad retirement board, or any other agency of the United States chargedwith the administration of an unemployment compensation law, with any politicalsubdivision of this state or with any private nonprofit organization, andas a part of any such agreement the secretary oflabor may acceptmoneys, services, or quarters as a contribution to the employment serviceaccount, and the political subdivisions of this state are hereby authorizedto raise and expend moneys, services, or quarters as contribution to theemployment service account.
