      44-639.   State policy as to wages, hours and insanitary conditions.The state of Kansas exercising herewith its police and sovereign powersdeclares that inadequate wages, long continued hours and insanitary conditionsof labor, exercise a pernicious effect on the health and welfare of learnersand apprentices, and minors.
