Chapter 41.--INTOXICATING LIQUORS AND BEVERAGES
Article 2.--DIVISION OF ALCOHOLIC BEVERAGE CONTROL

      41-210.   Rules and regulations; procedure for adoption; powers ofdirector.(a) The director shall propose such rules and regulations as necessaryto carry out the intent and purposes of this act. After the hearing on aproposed rule and regulation has been held as required by law, the directorshall submit the proposed rule and regulation to the secretary of revenuewho, if the secretary approves it,shall adopt the rule and regulation.

      (b)   It is intended by this act that the director of alcoholicbeverage control shall have broad discretionary powers to governthe traffic in alcoholic liquors and to enforce strictly all theprovisions of this act in the interest of sanitation, purity of products,truthful representation and honest dealings in such manner as generallywill promote the public health and welfare. All valid rules and regulationsadopted under the provisions of this act shall be absolutely binding uponall licensees and enforceable by the director of alcoholic beverage controlthrough the power of suspension or revocation of licenses.
