      39-1008.   Grants-in-aid; approval or rejection; effect.All applications for grants-in-aid shall be submitted to the secretaryfor his approval or rejection. If approved, the secretary shall beauthorized to enter into agreements and expend funds for grants-in-aid ashereinbefore provided.
