Chapter 27.--FEDERAL JURISDICTION
Article 3.--SURPLUS PROPERTY OF FEDERAL AGENCIES

      27-330.   Same; authority constitutes political and taxing subdivision;board of directors, appointment, term, vacancies, compensation.(a) An authority created pursuant to the provisions of this act shall bea political and taxing subdivision separate and distinct from any othermunicipality, and shall be exempt from the payment of costs, damages,charges, taxes and fees levied by any other political or taxingsubdivision of this state. An authority created hereunder shall have allof the powers, and only the powers, prescribed by this act.

      (b)   An authority shall be managed and controlled by a fivemember board of directors. The board of directors of an authority shallbe appointed within twenty (20) days after the adoption of theprovisions of this act, and shall consist of two members appointedby the governing body of the county, who shall be residents of thecounty residing outside the corporate limits of the city, and threemembers appointed by the mayor with the approval of the governing bodyof the city who shall beresidents of the city. The original board of directors of such authorityshall consist of at least three members of the board of directors ofany airport authority previously established by charter ordinance of thecity prior to the effective date of this act and shall consist of onedirector appointed by the board of county commissioners for a term ofthree years, one director appointed by the board of countycommissioners for a term of two years, one director appointed bythe mayor with the approval of the governing body of the city for aterm of two years and two directors appointed by the mayor withthe approval of the governing body of the city for terms of one year each.Each appointing body shall appoint successors to the original andsucceeding directors as the respective term of each expires, each ofwhom shall serve for a term of three years and until a successor isappointed, but no director shall serve for more than threeconsecutive terms. From and after December 31, 1980, no member of thegoverning body of the city or the governing body of the county shall serveon the board of directors. Vacancies shall be filled for unexpired terms. Anydirector may be removed from office for reasonable cause by a majorityvote of the appointing body. The directors shall not be compensated forservices rendered as such directors but shall be reimbursed for actualand necessary expenses incurred in carrying out their duties as suchdirectors.
