Article 3.--SURPLUS PROPERTY OF FEDERAL AGENCIES

      27-316.   Same; purpose; creation of separate authority authorized.It is hereby declared to be the policy of the state that to promote thepublic interest, economy, health, safety, education and general welfare ofthe cities to which the provisions of this act may be applicable and of theresidents and property owners therein that the people be empowered toacquire, own, maintain, operate, improve and dispose of surplus real orpersonal properties of the United States, the state of Kansas, anypolitical subdivision thereof or any municipality therein, within orwithout the cities to which the provisions of this act may be applicable,including, but not limited to, property which may be essential, suitable ordesirable for the development, improvement, operation or maintenance of apublic airport. Because of the unique problems which exist relativethereto, the creation of an authority separate and distinct from suchcities and the counties in which such cities are located is necessary.
