Article 6.--DRAINAGE IN ONE OR MORE COUNTIES

      24-608.   Organization of board of supervisors; district treasurer; countytreasurer's duties.(a) Except as provided by subsection (b), the board of supervisors shallmeet immediately after their election and select from their membership achairperson and a treasurer. The board also shall select a secretary, who need not be amember of the board. The district treasurer shall give a bond in an amountapproved by the board of county commissioners ofthe county in which the greater portion of the district is located. Thebond shall be conditioned on the faithful and proper performance of duty.The treasurer shall have the same powers and duties stated in K.S.A. 24-415,and amendments thereto. The board may adopt a seal, with a suitable device,and shall keep a record of all its proceedings which shall at all timesbe open to the inspection ofall owners of real estate in the drainage district. At each annual meetingthe board shall make a report of what work has been done, and shall publishannually a statement of its receipts and expenditures in a legalnewspaper printed, published and of general circulation in the county inwhich the district was organized.

      (b)   The board of supervisors may designate the county treasurer of thecounty in which the drainage district, or thelargest portion thereof, is located, as ex officio treasurer ofthe drainage district, for the purpose of collecting and disbursingtaxes and assessments. The treasurers of the counties in which thesmaller parts of the district are located shall pay to the ex officio treasurerany and all funds collected by them for the benefit ofthe drainage district. The ex officio treasurer shall give a receipt forthe funds received. Aduplicate shall befiled in the office of the clerk of the county of which the personreceiving same is treasurer.

      It shall be the duty of the treasurer, who is ex officio treasurer ofthe drainage district, to pay any money of the drainage district on handupon warrants, signed by the chairperson and attested by thesecretary of the board of supervisors of the district, when presented for payment.
