331.260 - COMMUNITY COMMONWEALTH.

        331.260  COMMUNITY COMMONWEALTH.         1.  A county and one or more cities or townships within the      county, a contiguous county, and a city or a township within a      contiguous county may unite to establish an alternative form of local      government for the purpose of making more efficient use of their      resources by providing for the delivery of regional services.         2.  A charter proposing a community commonwealth as an alternative      form of government may be submitted to the voters only by a      commission established under section 331.232.  A majority vote by the      commission is required for the submission of a charter proposing a      community commonwealth as an alternative form of local government.      The commission submitting a community commonwealth form of government      shall issue a final report and proposal.  Adoption of the proposed      community commonwealth charter requires the approval of a majority of      the votes cast in the entire county and requires the approval of a      majority of the votes cast in one or more cities named on the ballot.      A city named on the ballot is included in the community commonwealth      only if the proposed community commonwealth charter is approved by a      majority of the votes cast in the city.         The question of forming a community commonwealth shall be      submitted to the electorate in substantially the same form as      provided in section 331.252.  The effective date of the charter and      election of new officers of the community commonwealth shall be as      provided in section 331.247, subsection 5.
