        327D.53  DIVISION OF JOINT RATES.         Before the adoption of the rates, the department shall notify the      railroad corporations interested in the schedule of joint rates      fixed, and give them a reasonable time to agree upon a division of      the charges provided.  If the corporations fail to agree upon a      division, and to notify the department of their agreement, the      department shall, after a hearing conducted by the department of      inspections and appeals, decide the rates, taking into consideration      the value of terminal facilities and all the circumstances of the      haul, and the division so determined by it is, in all controversies      or actions between the railroad corporations interested, prima facie      evidence of a just and reasonable division.
