        321I.2  RULES.         1.  The commission may adopt rules for the following purposes:         a.  Registration and titling of all-terrain vehicles.         b.  Use of all-terrain vehicles as far as game and fish      resources or habitats are affected.         c.  Use of all-terrain vehicles on public lands under the      jurisdiction of the commission.         d.  Use of all-terrain vehicles on any waters of the state      under the jurisdiction of the commission, while the waters are      frozen.         e.  Establishment of a program of grants, subgrants, and      contracts to be administered by the department for the development,      maintenance, and operation of designated all-terrain vehicle riding      areas and trails by political subdivisions and incorporated private      organizations.         f.  Issuance of safety certificates.         g.  Issuance of competition registrations and the      participation of all-terrain vehicles so registered in special      events.         h.  Issuance of annual user permits for nonresidents and      establishment of administrative fees for the issuance of the permits.         i.  Establishment of a certified education course for the safe      use and operation of all-terrain vehicles.         j.  Certification of volunteer all-terrain vehicle education      instructors.         2.  In adopting the rules, consideration shall be given to the      need to protect the environment and the public health, safety, and      welfare; to protect private property, public parks, and other public      lands; to protect wildlife and wildlife habitat; and to promote      uniformity of rules relating to the use, operation, and equipment of      all-terrain vehicles.  The rules shall be in conformance with chapter      17A.
