        321A.32  OTHER VIOLATIONS -- PENALTIES.         1.  Any person whose license or registration or nonresident's      operating privilege has been suspended, denied, or revoked under this      chapter or continues to remain suspended or revoked under this      chapter, and who, during such suspension, denial, or revocation, or      during such continuing suspension or continuing revocation, drives      any motor vehicle upon any highway or knowingly permits any motor      vehicle owned by such person to be operated by another upon any      highway, except as permitted under this chapter, shall be guilty of a      simple misdemeanor.  In addition to any other penalties, the      punishment imposed for a violation of this subsection shall include      assessment of a fine of not less than two hundred fifty dollars nor      more than one thousand five hundred dollars.         2.  Any person willfully failing to return license or registration      as required in section 321A.31 shall be guilty of a simple      misdemeanor.         3.  A person who forges or, without authority, signs a notice      provided for under section 321A.5 that a policy or bond is in effect,      or any evidence of financial responsibility, or any evidence of      financial liability coverage as defined in section 321.1, or who      files or offers for filing any such notice or evidence knowing or      having reason to believe that it is forged or signed without      authority, is guilty of a serious misdemeanor.         4.  Any person who shall violate any provision of this chapter for      which no penalty is otherwise provided shall be guilty of a serious      misdemeanor.
