  306.30  SERVICE OF NOTICE.   Owners, occupants, and mortgagees of record who are residents ofthe county shall be personally served in the manner in which and forthe time original notices in the district court are required to beserved.   Owners and mortgagees of record who do not reside in the countyand owners and mortgagees of record who do reside in the county whenthe officer returns that they cannot be found in the county, shall beserved by publishing the notice as provided in section 331.305 andalso by mailing by certified mail a copy of the notice to the ownerand mortgagee of record addressed to the owner's and mortgagee ofrecord's last known address, and the county auditor shall furnish tothe board of supervisors the county auditor's affidavit that thenotice has been sent, which affidavit shall be conclusive evidence ofthe mailing of the notice.   Personal service outside the county but within the state shalltake the place of service by publication.   No service need be had on one who has exercised the right toselect an appraiser.
