261.44 GUARANTEED LOAN PAYMENT PROGRAM.
A guaranteed loan payment program is established to be
administered by the commission. The purpose of the program is to
assist individuals to enter professions in areas of employment
critical to the welfare of the citizens of the state. The commission
shall adopt rules pursuant to chapter 17A to provide for the
administration of the program. Moneys appropriated for the program
shall be used to repay loans to students demonstrating the greatest
financial need and shall not be prorated among all qualified
