        233A.14  TRANSFERS TO OTHER INSTITUTIONS.
         The administrator may transfer to the schools minor wards of the
      state from any institution under the administrator's charge but no
      person shall be so transferred who is mentally ill or mentally
      retarded.  Any child in the schools who is mentally ill or mentally
      retarded may be transferred by the administrator to the proper state
      institution.
