        231D.9  COMPLAINTS AND CONFIDENTIALITY.
         1.  A person with concerns regarding the operations or service
      delivery of an adult day services program may file a complaint with
      the department.  The name of the person who files a complaint with
      the department and any personal identifying information of the person
      or any participant identified in the complaint shall be kept
      confidential and shall not be subject to discovery, subpoena, or
      other means of legal compulsion for its release to a person other
      than employees of the department involved in the investigation of the
      complaint.
         2.  The department shall establish procedures for the disposition
      of complaints received in accordance with this section.
