        220A.5  DUTIES OF DEPARTMENT.
         The department shall:
         1.  Administer and enforce the provisions of this chapter.
         2.  Be the official agency to join or co-operate with the
      government of the United States or any state of the United States and
      the District of Columbia through their appropriate agencies or
      departments in carrying out the provisions of this chapter.
         3.  Apply for and receive funds, appropriations, moneys, grants,
      gifts, or services of any kind from the United States or any agency
      thereof, as well as this state and any person or private agency for
      the purpose of carrying out the provisions of this chapter and the
      services hereunder.
         4.  Make such reports and budget estimates to the governor and to
      the general assembly as are necessary to obtain the appropriation of
      state funds for the service.
         5.  Co-operate with the other state departments and public and
      private agencies as authorized by this chapter in obtaining,
      exchanging, and disseminating case information.
         6.  Employ personnel for the administration of the service and
      contract with other public or private agencies to carry out the
      services.
