        216A.95  DUTIES OF BOARD.
         1.  The governing board, delegate agency board, or advisory board
      shall:
         a.  Provide for:
         (1)  Comprehensive planning of the community action agency.
         (2)  Local needs assessment surveys conducted by the community
      action agency.
         b.  Approve overall program plans and priorities developed by
      the community action agency.
         2.  The governing board may:
         a.  Own, purchase, and dispose of property necessary for the
      operation of the community action agency.
         b.  Receive and administer funds and contributions from
      private or public sources which may be used to support community
      action programs.
         c.  Receive and administer funds from a federal or state
      assistance program pursuant to which a community action agency could
      serve as a grantee, a contractor, or a sponsor of a project
      appropriate for inclusion in a community action program.
