        191.1  LABEL REQUIREMENTS.
         All food offered or exposed for sale, or sold in package or
      wrapped form, shall be labeled on the package or container as
      prescribed in sections 189.9 to 189.12, inclusive, unless otherwise
      provided in this chapter.
