189.24 REPORT OF VIOLATIONS.
When it appears that any of the provisions of this subtitle,
excluding chapters 203, 203C, 203D, 207, and 208, have been violated,
the department shall at once certify the facts to the proper county
attorney, with a copy of the results of any analysis, examination, or
inspection the department may have made, duly authenticated by the
proper person under oath, and with any additional evidence which may
