        174.3  CONTROL OF FAIR EVENT AND FAIRGROUNDS.
         An ordinance or resolution of a county or city shall not in any
      way impair the authority of a fair.  The fair shall have sole and
      exclusive control over and management of a fair event and
      fairgrounds.
