        135C.15  TIME TO COMPLY.
         1.  Any health care facility which is in operation at the time of
      adoption or promulgation of any applicable rules or minimum standards
      under this chapter shall be given reasonable time from the date of
      such promulgation to comply with such rules and minimum standards as
      provided for by the department.  The director may grant successive
      thirty-day extensions of the time for compliance where evidence of a
      good faith attempt to achieve compliance is furnished, if the
      extensions will not place in undue jeopardy the residents of the
      facility to which the extensions are granted.
         2.  Renovation of an existing health care facility, not already in
      compliance with all applicable standards, shall be permitted only if
      the fixtures and equipment to be installed and the services to be
      provided in the renovated portion of the facility will conform
      substantially to current operational standards. Construction of an
      addition to an existing health care facility shall be permitted only
      if the design of the structure, the fixtures and equipment to be
      installed, and the services to be provided in the addition will
      conform substantially to current construction and operational
      standards.
