        103.28  CERTIFICATE OF SAFE OPERATION -- DISMISSAL OF
      CONDEMNATION OR DISCONNECTION ORDER.
         1.  No electrical installation subject to inspection under this
      chapter shall be newly connected or reconnected for use until the
      electrical inspector has filed with the electrical utility supplying
      power a certificate stating that the electrical inspector has
      approved such energization.
         2.  If the electrical inspector determines that an electrical
      installation subject to inspection by the board is not in compliance
      with accepted standards of construction for health safety and
      property safety, based upon minimum standards adopted by the board
      pursuant to this chapter, the inspector shall issue a correction
      order.  A correction order made pursuant to this section shall be
      served personally or by United States mail only upon the licensee
      making the installation.  The correction order shall order the
      licensee to make the installation comply with the standards, noting
      specifically what changes are required.  The order shall specify a
      date, not more than seventeen calendar days from the date of the
      order, when a new inspection shall be made.  When the installation is
      brought into compliance to the satisfaction of the inspector, the
      inspector shall file with the electrical utility supplying power a
      certificate stating that the electrical inspector has approved
      energization.
         3.  An electrical utility supplier may refuse service without
      liability for such refusal until the provisions of this section have
      been met.
