        91.1  LABOR COMMISSIONER.
         The division of labor services of the department of workforce
      development, created under section 84A.1, is under the control of a
      labor commissioner, who shall have an office at the seat of
      government and shall devote the commissioner's entire time to the
      duties of the office.
