        48A.25  COMPENSATION FOR ASSISTANCE IN COMPLETING
      REGISTRATION FORMS.
         A person may pay, offer to pay, or accept compensation for
      assisting others in completing voter registration forms only if the
      compensation is based solely on the time spent providing the
      assistance.
         Paying, offering to pay, or receiving compensation based on the
      number of registration forms completed, or the party affiliations
      shown on completed registration forms, or on any other performance
      criteria, is unlawful.
         This section shall not apply to state statutory political
      committees, as defined in section 43.111.
         This section shall not apply to state and political subdivision
      employees who are required to offer assistance to clients as a part
      of their regular job duties, and who shall not be granted additional
      compensation for voter registration activities.  A person assisting
      another in completing a voter registration form shall not complete
      any portion of the form without the knowledge or consent of the
      registrant.
