        523A.703  FRAUDULENT PRACTICES.         Except as otherwise provided in section 523A.704, a person who      willfully commits any of the following acts commits a fraudulent      practice and is punishable as provided in chapter 714:         1.  Fails to comply with any requirement of this chapter, or any      rule adopted or order issued under this chapter.         2.  Makes, causes to be made, or subscribes to a false statement      or representation in a report or other document required under this      chapter, implementing rules, or orders, or renders such a report or      document misleading through the deliberate omission of information      properly belonging in the report or document.         3.  In connection with the sale of cemetery merchandise, funeral      merchandise, funeral services, or a combination thereof, directly or      indirectly makes an untrue statement of a material fact or omits to      state a material fact that is necessary to make the statements made,      in light of the circumstances under which they were made, not      misleading.         4.  Unless the purchase agreement expressly provides otherwise,      excludes in the sale of cemetery merchandise, funeral merchandise, or      a combination thereof, funeral services that are necessary for the      delivery, use, or installation of the cemetery merchandise or funeral      merchandise at the time of the burial or funeral.
