515E.10 - COMMISSIONER'S ADMINISTRATIVE AND PROCEDURAL AUTHORITY.

        515E.10  COMMISSIONER'S ADMINISTRATIVE AND PROCEDURAL      AUTHORITY.         The commissioner may make use of any of the powers established      under the laws of this state to enforce the laws of this state so      long as those powers are not specifically preempted by the federal      Act, including but not limited to, the commissioner's authority to      investigate, issue subpoenas, conduct depositions and hearings, issue      orders, impose penalties, and seek injunctive relief.  With regard to      an investigation, administrative proceeding, or litigation, the      commissioner may rely on the procedural law and rules of the state.         A risk retention group or purchasing group operating under this      chapter shall be considered a person for purposes of chapter 507B.
