        468.610  APPEAL -- HOW TRIED -- COSTS.         The cause shall be tried in the district court by ordinary      proceedings, upon such pleading as the court may direct, each party      having the right to offer such testimony as shall be admissible under      the rules of law.  If the appellant does not recover a more favorable      judgment in the district court than the appellant received in the      decision of the board, the appellant shall pay all the costs of      appeal.
