        25.4  ASSISTANT ATTORNEY GENERAL -- SALARY.
         The attorney general shall appoint a special assistant attorney
      general for claims who shall, under the direction of the attorney
      general, investigate and report on all claims between the state and
      other parties, which may be referred to the state appeal board, and
      on any other claims or matters which the state appeal board or the
      attorney general may direct.
