        15E.19  REGULATORY ASSISTANCE.
         1.  The department of economic development shall coordinate all
      regulatory assistance for the state of Iowa.  Each state agency
      administering regulatory programs for business shall maintain a
      coordinator within the office of the director or the administrative
      division of the state agency.  Each coordinator shall do all of the
      following:
         a.  Serve as the state agency's primary contact for regulatory
      affairs with the department of economic development.
         b.  Provide information regarding regulatory requirements to
      businesses and represent the state agency to the private sector.
         c.  Monitor permit applications and provide timely permit
      status information to the department of economic development.
         d.  Require regulatory staff participation in negotiations and
      discussions with businesses.
         e.  Notify the department of economic development regarding
      proposed rulemaking activities that impact a regulatory program and
      any subsequent changes to a regulatory program.
         2.  The department of economic development shall, in consultation
      with the coordinators described in this section, examine, and to the
      extent permissible, assist in the implementation of methods,
      including the possible establishment of an electronic database, to
      streamline the process for issuing permits to business.
