9E.17 - POWERS OF THE SECRETARY OF STATE.

        9E.17  POWERS OF THE SECRETARY OF STATE.
         The secretary of state has the power and authority reasonably
      necessary to administer this chapter efficiently and to perform the
      duties imposed upon the secretary of state.  This power and authority
      includes rulemaking authority to provide for reciprocity in
      recognizing notarial acts performed under any other jurisdiction.
