        8A.327  RENT REVOLVING FUND CREATED -- PURPOSE.
         1.  A rent revolving fund is created in the state treasury under
      the control of the department to be used by the department to pay the
      lease or rental costs of all buildings and office space necessary for
      the proper functioning of any state agency at the seat of state
      government as provided in section 8A.321, subsection 6, except that
      this fund shall not be used to pay the rental or lease costs of a
      state agency which has not received funds budgeted for rental or
      lease purposes.
         2.  The director shall pay the lease or rental fees to the renter
      or lessor and submit a monthly statement to each state agency for
      which building and office space is rented or leased.  If the director
      pays the lease or rental fees on behalf of a state agency, the state
      agency's payment to the department shall be credited to the rent
      revolving fund established by this section.  With the approval of the
      director, a state agency may pay the lease or rental cost directly to
      the person who is due the payment under the lease or rental
      agreement.
