        7.16  VACANCIES FILLED AT LESS THAN STATUTORY
      SALARY.
         The governor or other appointing authority may, when appointing or
      employing any person for which a salary is specifically provided by
      the appropriation bill, appoint a person to fill the vacancy at a
      lesser salary than that provided by the appropriation bill.
