        12A.11  PROVISIONS CONTROLLING.
         The powers granted issuers under this chapter are in addition to
      the powers of each issuer contained elsewhere in the Code.  Nothing
      in this chapter limits the powers of an issuer to issue bonds under
      any other applicable provisions of the Code or to otherwise carry out
      its responsibilities as otherwise set forth in the Code.
