        3.11  PRIVATE ACTS -- WHEN EFFECTIVE.
         Acts of a private nature which do not prescribe the time when they
      take effect, shall do so on the thirtieth day next after they have
      been approved by the governor, or endorsed as provided in this
      chapter.
