        35D.3  RULES -- GENERAL MANAGEMENT.
         The commission shall adopt all the necessary rules, pursuant to
      chapter 17A, for the preservation of order and enforcement of
      discipline, the promotion of health and well-being of all the members
      and the management and control of the home and its grounds.
