        28A.25  DISSOLUTION -- REFERENDUM.
         1.  The authority shall be dissolved only by a majority vote in a
      referendum undertaken in a manner similar to the referendum provided
      for in section 28A.6.  The board shall call, upon its own motion, by
      petition of the eligible electors as provided in section 28A.5, or by
      action of the governing body of either metropolitan area, for an
      election to approve or disapprove the dissolution of the authority.
         2.  The proposition is approved if the vote in favor of the
      proposition is a simple majority of the total votes cast on the
      proposition in either one of the metropolitan areas.
         3.  The authority shall provide by ordinance for the disposal of
      any remaining property, the proceeds of which shall first be applied
      against any outstanding obligation of the authority.  The remaining
      balance shall be divided between the counties included in the
      authority and credited to the general fund of the respective
      counties.
