Sec. 46a-13a. Requirements for other agencies. Release of client records by
other agencies. Each state, local or private agency responsible for the protection of
persons with disabilities shall cooperate with any investigation conducted by the Office
of Protection and Advocacy for Persons with Disabilities and shall release client records
for review and inspection by said office. No such state, local or private agency shall
release the records of a client without the express consent of such client or as otherwise
provided by law.
