Sec. 4-37. Payment to persons entitled to refund of money paid to state. The
Comptroller, upon application of any state department or commission, may draw an
order upon the Treasurer in favor of any person equitably entitled to the refund of any
money paid to the state, for the amount of such refund. The State Treasurer shall pay
the amount of such refund from the fund to which such payment is credited.
