The authority shall provide, prior to issuance of a permit pursuant to section 22a-208a
for an ash residue disposal area, a surety bond or other security satisfactory to the Commissioner of Environmental Protection in an amount fixed by the commissioner to ensure
the proper operation of the ash residue disposal area.
