Sec. 2-53. Faith and credit of acts passed by General Assembly. The official
record of the acts passed by the General Assembly on file in the office of the secretary
shall be presumptive evidence that all constitutional requirements essential to the valid
enactment of the several acts therein contained have been complied with; and the faith
and credit of such record shall not be attacked save by an action of mandamus against
the secretary to compel him to correct the record.
