Sec. 2-33. Specific appropriations. Recurring appropriations. The General Assembly shall make appropriations of specific sums of money for purposes for which
appropriations are authorized by law to be made by the state, and shall specify the amount
thereof to be made available for expenditure in each fiscal year. No statutory provision
requiring a recurring appropriation for aid to or in support of a state institution or agency
shall specify the amount to be appropriated.
