Sec. 2-22. Numbering of bills and joint resolutions. Each bill and joint resolution
shall be numbered by the clerk of the house in which it was presented, in the order of
presentation, and shall be designated in the journal as "Senate Bill", "House Bill", "Senate Joint Resolution" or "House Joint Resolution", as the case may be, with the addition
of its proper number; and each bill or resolution reported as a substitute for another shall
be endorsed with the number of the original bill or resolution.
