Sec. 2-12. Bonus to employees of General Assembly prohibited. Overtime and
meritorious service payments permitted. No bonus, gratuity or extra payment of any
sort over and above the amount agreed upon as the salary or wage for each employee
at the time of hiring or thereafter shall be voted or paid to any employee of the General
Assembly or of either house thereof from public funds. Nothing in this section shall be
deemed to prohibit (1) the payment of extra or overtime pay for extra or overtime work
in accordance with a regularly established policy of any department, or (2) the award
of specified annual lump sum payments for meritorious service, in accordance with an
incentive plan established by the Joint Committee on Legislative Management or any
subcommittee of said committee having cognizance of matters relating to personnel
policies and based on annual performance appraisals made by office directors, or their
designees, to nonpartisan employees of the General Assembly whose salaries equal the
maximum salary for their job classification under the compensation plan for nonpartisan
employees of the General Assembly. The amount of any such lump sum payment shall
not be deemed an increase in salary.
