Sec. 14-51a. Civil penalties. The commissioner may, after notice and hearing,
impose a civil penalty of not more than one thousand dollars on any person, firm or
corporation who violates any provision of sections 14-54 to 14-67a, inclusive, or of not
more than two thousand dollars on any person, firm or corporation who violates section
14-52.
