Sec. 13a-132. Alteration of railroad facilities in construction of highway. When
it is necessary for the commissioner to construct a highway which intersects or crosses
over or under any railroad, said commissioner may order any railroad company to change
or alter its existing facilities as required by such construction. The cost of such change
or alteration shall be included in the construction costs of such highway.

public utilities control authority since P.A. 77-614 replaced authority with transportation commissioner and it would be
nonsensical for commissioner to approve his own orders.
