SECTION 41060-41066




41060.  Not later than January 1, 1990, the Sacramento district
shall adopt an air quality improvement strategy to reduce public
exposure to air pollution and toxic air contaminants and to achieve
and maintain state and federal ambient air quality standards by the
earliest practicable date.



41061.  The strategy shall provide for the enforcement of
regulations adopted pursuant to Section 41011 or 41013 and shall
provide for the implementation and enforcement of the transportation
control measures included in the state implementation plan, as
required by state and federal law.



41062.  (a) The strategy shall include a clean fuels program to
provide, to the extent feasible and necessary to carry out the
purposes of this chapter, a schedule for the introduction of cleaner
burning alternative fuels and low-emission motor vehicles or control
measures providing equivalent emission reductions within the
district, a program to encourage the establishment of the necessary
infrastructure to support the introduction of cleaner burning fuels,
and demonstration programs and incentives to encourage the purchase
of clean fueled vehicles and the use of cleaner burning fuels.
   (b) In developing the clean fuels program, the district shall
consider projects utilizing methanol fuel; fuel cells; liquid
petroleum gas; natural gas, including compressed natural gas;
combination fuels; synthetic fuels; electricity, including electric
vehicles; ethanol; and other cleaner burning fuels.
   (c) Nothing in this section authorizes the Sacramento district to
require the sale or supply of any specific motor vehicle fuel.



41063.  The strategy shall provide for the implementation of all
feasible measures to improve transportation system management and
reduce or mitigate increases in motor vehicle use within the
Sacramento Valley region.


41064.  In preparing, evaluating, and amending the strategy, the
district may contract with the Sacramento Area Council of Governments
or with any private organization or consultant for the preparation
of analyses of the availability and effectiveness of transportation
controls and motor vehicle use reduction measures.




41065.  The strategy shall include a public education program
designed to achieve effective implementation of all feasible
transportation system management measures.



41066.  The strategy shall be consistent with any nonattainment area
plan required by state or federal law, or any requirement imposed on
a local agency with respect to the preparation or administration of
a plan.
